Angelo State University is committed to assisting veterans and their dependent students in their pursuit of higher education through support and cooperation with the U.S. Department of Veterans Affairs (VA) and the Texas Veterans Commission.
These instructions are for Angelo State University students only.
New and transfer veteran and dependent students may apply for benefits in the Veterans Affairs Office located in the Hardeman Building, Room 203B.
Students interested in Chapter 30, 32, 34/30, 35, 1606 and 1607 programs may also receive information for submitting an electronic application at www.gibill.va.gov.

Chapter 30 – Montgomery GI Bill (New)
Basic Eligibility:
- Contributed $1,200 or $1,800 to the program.
- Received an honorable discharge.
- Received a High School diploma or GED prior to applying for this benefit.

Service persons using Chapter 30 are paid either the veteran rate or a rate that will reimburse tuition and fees, whichever is lower.
To apply for Chapter 30, submit the application for VA Educational Benefits (form 22-1990) along with a copy of your discharge papers (DD214) to the ASU veterans coordinator in Room 203B of the Hardeman Building.
Once a file is established and the student is enrolled, monthly verification of enrollment is required of the student by the VA. Submit your monthly verification toll-free by touch-tone telephone at 1-877-823-2378 or go online to www.gibill.va.gov and follow the Web Automated Verification of Enrollment (WAVE) program. If your enrollment changes during a month, you must re-verify your enrollment through the WAVE program. Payment can be expected 3-15 days from the date the VA is notified of verification.
Chapter 31 – Vocational Rehabilitation

Once approval is granted, the VA will mail an approval form to the ASU Veterans Affairs Office. Students must then report to the ASU veterans coordinator in Room 203B of the Hardeman Building for further instruction.
Chapter 32 – Veterans Educational Assistance Program (VEAP)
Basic Eligibility:
- Entered military service after Jan. 1, 1977.
- Contributed to the program and did not contract under a delayed entry program.
- Served for a continuous period of 181 days or more.
- Discharge or release was under conditions other than dishonorable.
Benefits are dependent upon total contributions made and are calculated individually. No allowance is made for payments for dependents. Active duty service members may receive full VA educational entitlement under VEAP. Under specified conditions, participants under VEAP may be eligible to convert their entitlement to the NEW Montgomery GI Bill-Chapter 30.
To apply for Chapter 32, submit the application for VA Educational Benefits (form 22-1990) along with a copy of your discharge papers (DD214) to the ASU veterans coordinator in Room 203B of the Hardeman Building.
Benefits are paid on the first of each month for the previous month.

Chapter 34/30 – Vietnam Era GI Bill (Old)
Basic Eligibility:
If you were eligible for benefits under the OLD GI Bill (enlisted prior to Jan. 1, 1977) and have entitlement remaining, you may qualify for this benefit program. You must also have a high school diploma or GED and an honorable discharge.

Veterans may also submit an electronic application on the VA Web site at www.gibill.va.gov.

Chapter 1606 – Reserve GI Bill
Basic Eligibility:
- Have a six-year obligation in the Selected Reserve.
- Completed IADT.
- Completed high school or have a GED prior to applying for benefits.
- Serve in a Selected Reserve Unit and are in good standing.

Kicker rates and college fund rates are determined by the Department of Defense and are not listed. Chapter 1606 kickers are payable as long as the person remains in the job or unit for which the kicker is awarded.
To apply for Chapter 1606, submit the application for VA Educational Benefits (form 22-1990) along with a copy of your Notice of Basic Eligibility (NOBE, form 2384) from the Education Office of your unit to the ASU veterans coordinator in Room 203B of the Hardeman Building.
Once a file is established and the student is enrolled, monthly verification of enrollment is required of the student by the VA. Chapter 1607 – Reserve Educational Assistance Program (REAP)
Entitlement:
All persons eligible under Chapter 1607 will have 36 months of entitlement, regardless of how long they serve. No one can receive more than 48 months of combined entitlement.
Combination of Programs:
A claimant may be eligible for benefits under multiple education programs. The claimant MUST elect which program he/she wishes to use. Benefits cannot be paid under any program until election is received. Payment under more than one program simultaneously is prohibited.
Ending Dates:
There is no specific ending date for an eligible Chapter 1607 reservist as long as the member continues to serve in the Selected Reserves or is called to active duty while serving in the Selected Reserves or the Individual Ready Reserves (IRR).
A service member who is separated because of a disability that is not the result of willful misconduct has an eligibility period of 10 years beginning on the date he/she became eligible for REAP. The member must have been discharged for the disability to receive this 10-year period.
Basic Eligibility:
On or after Sept. 11, 2001, a service member of the Individual Ready Reserves is eligible if the service member:
- Served on active duty in support of a contingency operation for 90 or more consecutive days; or
- Performed full-time National Guard duty for 90 or more consecutive days for the purpose of responding to a national emergency and was supported by federal funds.
Individuals are eligible as soon as they have served 90 consecutive days on active duty in a qualifying period. Basic monthly rates are determined by length of active duty service.

MGIB-SR kickers are determined by the Department of Defense and are not listed. A claimant is entitled to his/her kicker under REAP. The kicker is not subject to any adjustments because of the percentage level paid. It is prorated based on the claimant’s training time.
Benefits under REAP are terminated if the reservist receives financial assistance under section 2107 (Senior ROTC scholarship) or separates from the Selected Reserves; if the member was called to active duty while in the Selected Reserves; or if the member separates from the Individual Ready Reserves (IRR) upon being called to active duty.
To apply for Chapter 1607, submit the application for VA Educational Benefits (form 22-1990) along with a copy of your discharge papers (DD214) and Notice of Basic Eligibility (NOBE, form 2384) from the Education Office of your unit to the ASU veterans coordinator in Room 203B of the Hardeman Building.

Chapter 35 – Dependent Educational Assistance
This portion of Title 10 of the United States Code authorizes benefits to dependents and survivors of veterans who are 100-percent permanently and totally disabled from service-connected disabilities or injuries; or who have died from a service-connected cause, were a prisoner-of-war or were missing in action.

To apply for Chapter 35, submit the Application for Survivors’ and Dependents’ Educational Assistance (Form 22-5490) and, if possible, a copy of the marriage license for a spouse or the birth certificate for a child to the ASU veterans coordinator in Room 203B of the Hardeman Building.
Benefits are paid between the first and fifth day of each month for the previous month.
Direct deposit is NOT yet available for Chapter 35.
